Although this may seem a bit mundane, Adolf Hitler gets my vote. The fact that he rewarded "his people" to mutilate, torture, and perform medical experiments on humans (sometimes only particular body parts) disgusts me beyond anything any other criminal activity I am aware of.

If you look at the sheer numbers of people discriminated against, dispossessed, oppressed, tortured and massacred in his name I'd have to say Jesus.

send this answer to a friendAlso, I can't put Andrea Yates on that list. She didn't kill those kids for a thrill, or for power or for personal gain. She was desperately in need of help, both practical and psychological.
That doesn't excuse what she did, but there's a huge difference between "hopeless" and "evil."
